Chatham Maritime Trust is constituted as a company limited by guarantee

It has four Member organisations: These Member organisations have the right to nominate Trustees to the Board of the Trust. Medway Council, SMIRA and South Maritime may each nominate two Trustees, SEEDA one. The Board also contains a number of “Independent Trustees” who have no affiliation with the Member organisations, but who typically have strong local connections and relevant skills or expertise. There are typically three to six Independents at any time.

Trustee Profiles

The Board of Trustees comprises of:

Russell Race Russell Race (Chairman - Independent) Russell was educated at Sir Joseph Williamson’s Mathematical School in Rochester and is now a Trustee of an educational charity attached to the school. Russell has a background in stockbroking, is a Trustee of Rochester Bridge Trust, and holds a number of other directorships. He is also a Deputy Lieutenant of Kent. In this spare time, Russell enjoys classical music and most sports, especially cricket.



Richard Andrews Richard Andrews (Medway Council) Richard was born in Crowborough, educated at Judd School and completed National Service with the RAF. He worked for BP at Grain until early retirement and became a bee farmer. Richard was elected to Strood Rural Council in 1963, becoming Chairman in 1969. He was elected to Rochester City Council in 1974 and became Mayor in 1986, and again in 2000 under Medway City Council. Richard enjoys sailing, woodturning and wood carving.



Tony Clayton Tony Clayton (Independent) Tony enjoyed a professional career with the University of Greenwich as Dean of Faculty for the Medway and Dartford Faculty before being appointed as Director of National Resources Institute (NRI) until his retirement in 2003. In addition, he was appointed as Chair of Medway NHS Trust 1997 and has been Chair of the Medway Swale Estuary Partnership serving the needs and interest of the Medway and Swale coastal areas. He is now a Director of CoastNet, an NGO with a responsibility for national marine and coastal matters. He is also the Chair of the Board of Directors of the Bird College of Dance, Music and Drama, which is a leading private provider in the education and training of professionals for the musical theatre.



Bill Esterson Bill Esterson (Medway Council) Bill is the councillor for River Ward, which includes Chatham Maritime and is a Medway Council representative to the Trust. Bill grew up and went to school in Medway. He has lived on St. Mary’s Island for five years. Bill is the Labour Group spokesman on Childrens Services on the Council. Bill enjoys playing cricket and hockey in his spare time.



Adrian Horwood Adrian Horwood (Independent ) After thirty three years in the UK banking sector with Midland Bank and HSBC in a range of roles in the City of London and South East England Adrian retired in 2004 Adrian is married with two adult daughters. He is a non-executive Director with Medway NHS Trust and member of the Governing Body of Mid-Kent College. A member of the Salvation Army in Chatham, Adrian has a major interest in music and is a Choir Leader and plays in the brass band.



Anthony Sutton (South Maritime Residents Ltd) Anthony was born in Kent and has enjoyed a career in retail and property management across the UK and Europe, spending the last 5 years managing the Dockside Outlet in Chatham Maritime.   Anthony is married with a one year old son and lives in Greenhithe.  He is a keen sportsman currently trying to master the game of golf.   


Julian Perry Julian Perry (SEEDA) Julian has worked for SEEDA since August 2001 when he was appointed Senior Project Manager working on projects within the Chatham Maritime Estate.  As the estate has developed and various schemes concluded, Julian has focused on other projects in Medway and North Kent.  Julian moved to Medway in 1993 and how lives in Rochester.  He therefore has an interest in the Medway Towns particularly in the future development and improvement of the towns. 



David Taylor David Taylor (SMIRA) David is a nominee trustee representing St. Mary’s Island Residents Association, of which he is Company Secretary. David was a Chartered Mechanical Engineer designing, manufacturing and installing structural steelwork and associated mechanical equipment for the construction industry. He then took up a position as Managing Director of a local company employing some sixty people before retiring in 2003 and moving to St. Mary’s Island.  David enjoys spending time with his family, golf and local issues.



Sue Threader Sue Threader (Independent) Sue was born in Kent and is a Chartered Civil Engineer. She has enjoyed a varied career in engineering and local government and has been responsible for services and projects as diverse as road planning, waste management, council housing, planning, parking enforcement and leisure centres. Formerly Deputy Chief Executive of a Surrey local authority, Sue joined the Rochester Bridge Trust in January 2006 in the position of Bridge Clerk (Chief Executive). She also serves as a member of the Employment Tribunal Service at the regional hearing centre in Ashford. Sue is married with a two year old son and lives in Bexleyheath.



Neil Garrod Neil Garrod is Deputy Vice-Chancellor at the University of Greenwich. Neil graduated from the University of Manchester Institute of Science and Technology.  He has taught and researched at universities throughout the UK and internationally in the field of accounting and finance.  His academic leadership experience is equally international.  He is a Director and Trustee of a number of educational charities.  A keen ultra runner, he completed a run from Rome to Glasgow as part of the University of Glasgow's celebration of its 550th Anniversary (the University was established in 1451 by Papal Bull), a distance of 2,451 kilometres, in 54 days of running, averaging a marathon a day for the entire period.    



Vic Towell Vic Towell Vic has a long and distinguished career with Kent Constabulary and Surrey Police (including four commendations) and is presently HM Assistant Inspector of Constabulary.  Vic lives in Dover but comes from Medway (Rochester Maths educated, with MBA from University of Kent) and still has family locally.  He has extensive knowledge of and connections in many areas of government and community.  



Stephen Harriott Stephen Harriott Stephen has spent many years in senior management of housing associations and until recently was Group Chief Executive of Amicus Horizon.  He is now an independent consultant in housing and regeneration.  Stephen offers expertise in organisations with similar challenges to the Trust and is particularly interested in governance matters.  He lives in West Malling and has history of family working in the Dockyard.    



Katharine Harvey Katharine Harvey Katharine has worked as a property investment analyst and as a lecturer in Economic Geography at the University of Greenwich before reaching Chatham Maritime in 1993.  She has since worked with an economic research consultancy and a regional development agency and is now a senior manager in SEEDA's Kent & Medway area team.  Her role involves working closely with local partners and also the Dept. of Community and local government.
